RS_HID_DEV_TOOL Not opening in Win 10 ver. WIN HOME 21H2

When I click on the shortcut on the desk, the app don't show up.

My HW Config:
5800X3D
3090
G.Skill 64Gb @3200
X570Pro

FSSB-3R 0622/0114 / RS F-16 Stick

Some days ago the hardware icon was the FSSB
