Memory slot behavior and DCS World binding

I'm not sure if this is a bug or not.

In my particular situation, I bind CMS UP as AIM-7 weapon select (F/A-18C) normally, using DCS in-app setting. Now in the Dev Tool app, with memory slot 2 which I plan to use for COMM purpose I have CMS UP set as F1 key. Now when I bring up the COMM menu in DCS and dial switch to mem slot 2 and press CMS up, both F1 key and AIM-7 weapon are activated. My question is that is this intentional and do I have to configure everything via Dev Tool app for this to work?

EDIT:
There is no double input issue if I use bindings via RS HID dev app only. This means I have to treat it like TM's Target software if I want to make full use of memory slots, by having different profiles loaded when switching between planes.

I also discover than the RS app will take 2 consecutive keyboard inputs per assignment, so you can assign two different functions to a button (for example, 1 and 2 can be assigned to a button and when you press it will activate 1,2). There is no delay between the two key inputs though.
